Manage packet rate controls

Built-in help

Parameters: [PortBitMap=<pbm>] [Limit=<limit>] [Bcast=true|false]
      [Mcast=true|false] [Dlf=true|false]
    Enables the specified packet rate controls.
      pbm       port(s) to set up or display
      limit     packets per second
      bcast     Enable broadcast rate control
      mcast     Enable multicast rate control
      dlf       Enable DLF flooding rate control
    If no flags are given or only <pbm> is given, displays the current
    rate settings.
