Set MIIM operation timeout in usec

MTiMeout

Shortest form: mtm.

Show or set how long MDIO (MIIM) operations to PHYs may take before they time out, in microseconds. Without an argument it prints MIIM timeout is <n> usec. Setting it changes the timeout for all PHY accesses, including those of syncd.
