Tell plisim to shutdown

SHUTDOWN

Tell the PLI chip simulator to shut down. Despite the name, it does not shut down the switch or the SDK. Like startsim, it does nothing on a SONiC switch and succeeds. Takes no arguments, and it has no built-in usage text.
